Much better formatting of the sql files and better file stucture

This mod scales all traits of leaders and civilisations by 10. Sometimes by simply multiplying, sometimes exponentially, however I saw fit.

For example:
-Germany can build 10 more districts than usual, instead of one.
-Berserker gets +70 when attacking (and -70 when defending)
-France gets 10 free spies

Inspired by JFD's BalacnceGoldPrime++ and the x10 mods for TF2.
