-Made it so Reavers get extra resources after switching their country type to make up for the loss of resources after the switch

-Added standard expansion module to Reaver and One Banner country types to hopefully fix the AI not doing anything

-Changed Scorched Earth and Chemical Weapons to only be excluded from Hive Mind, Pacifist, and Xenophile ethics rather than requiring Militaristic or Xenophobic ethics

-Changed 00_subjects and 00_tributary to allow Pirate Lord countries to have vassals

-Decreased the extra skill levels provided by Battle Hardened from 3 to 2, but also decreased the extra influence cost modifier from 200% to 150%

-Added an event to give One Banner players ships from any newly-created random event pirates

-Added an edict for players with the Renegades Welcome civic to disable the random leader generation effect
