Added a STool to set the health of entities to a definied value. Also shows a tooltip over the entity showing its health. Reverts colour back to the colour the entity was when first damaged or when first had health set, whichever comes first.

Damage now causes an entity to get closer to full red from its current colour rather than being somewhere between white and red. If you recolour a prop and then it suffers damage, it will now gradually change from that NEW colour to red instead.

Added a user/server adjustable physics damage threshold below which damage isn't suffered to correct for wheels taking constant damage as they rotate over the ground
