Update 1.3:
To make the mod more lore friendly, I've removed the chest behind Breezehome and given the items to two different merchants. Farengars of Dragonsreach, Whiterun has the boots for players over level 15, and Tolfdir of Winterhold College has scrolls and the Spell for players over level 20 and 40 respectively. The boots, spell, and scrolls should appear as random loot. For those who want to use the console, the items names are: "Light Foot Boots", "Spell Tome: Water Walker", and "Scroll of Water Walking".

Update 1.2:
As requested, 5 Scroll's of Water Walking can now be found in the running chest behind Breezehome in Whiterun. They will also show up in leveled loot (about level 40) and some mage venders.

Update 1.1:
For those of you like me who don't want to waste an enchanted item on water sprinting, there is now a spell tome in the chest with the boots that teaches you an adept level Alteration spell of water walking.
