Download speed optimisation- removed a LOT of files that weren't nessicary
(I'd accidentaly left .xcf files for the icons i made in the mod files, so they were getting uploaded to steam :( )

Minor rebalancing and inprovements-

-Langrange system now works as a starting system
-KELT-4A now offers a powerful bonus to whatever empire controls it
-18 Delphini is now much, much better balanced. No more headaches trying to figure out what buildings to build!
