Moved the buttons from the Chinook Delivery Tower to each Delivery helipad. You can now properly specify per pad what it gets delivered.

The Chinook Exports area will now check if items are carried and leave them alone when they are. Only placed down items will be handled as exports.

- added Delete button on the firebrigade chinook, so when the firemen can't put their hoses back when they are finished, you can just delete them all
- added more checks so if you either dismantle the helipads/terminals properly with their Delete buttons, or forget about it and bulldoze the whole area, the chinooks will delete themselves.
- removed the exports grant, building one helipad floor grant is enough

Changed the sprites a bit for the deliveries/exports chinooks. They used to have an open floor, now they have a floor like the firebrigade.

I have rewritten the exports helipad, since I didn't like it spawning a hook immediately. For the next update it will scan the helipad surroundings and only once it has found enough stuff it will spawn the hook. The chinook will arrive without a new platform, but just a hook to grab the platform at the helipad. Looks better this way I think :)

I've added a list of possible things to grab, since it will also need to find stuff which is not in a stack or a box. Currently this list consists of: { "Box", "Stack", "Garbage", "UnsortedGarbage", "SortedGarbage", "GreenGarbage", "LimoBill1", "LimoBill2", "LimoBill3", "LimoBill4", "LimoBill5", "LimoBill6", "LimoBill7", "LimoBill8", "LimoBill9", "LimoBill10", "AssembledSmartPhone", "SeizedSmartPhone", "DepletedTeslaBattery", "WaterBottleEmpty" }

Let me know about additional items which need to be known by the helipad so I can add them to this list.

Added a Garbage quickbuild as well.
Not needed when using my Recycling mod.

- rewrote emergency callouts to be more stable
- some updates on grants checkers so they should only spawn when the grants are not completed
- made the flashing lights on the helipads a little bit bigger and adjusted the size of the pads to correspond with the H
- normal garbage should also be picked up by exports chinooks now
