- Increased sensor ranges to have of standard (overdue, they were ridiculously small).
- Lowered cost and upkeep of outposts from ~2/3rds of standard to 40%.
- Increased border extrusion *slightly*.
- Removed some changes as these 1.8 values were okay.
- Updated 00_utilities & 00_utilities_sensors files.

- Increased FTL ranges a little, and reverted jump drives back to vanilla range.

- Increased FTL speeds a bit (to one third of vanilla) to avoid a bug that caused fleets to get stuck just before exiting FTL.
- Rolled back outpost changes so they may cover multiple systems again. They're a bit cheaper than vanilla as they cover less stars in a 4000 star or lower galaxy than vanilla outposts do in a 1000 star galaxy.
- Lowered wormhole and jump drive ranges even further.
- Significantly decreased wormhole jumping time, but it's harder to jump to systems where you don't have a wormhole gate.

- Fixed warp drive speed (incorrect decimal).
- Made outposts cheaper
- Lowered border extrusion of outposts.
- Increased sensor ranges.
- Increased population border modifier

Doubled the length of time for debris wreckage to 3600 (10 years).

Slightly reduced cost of Frontier Outposts.
