If however, you try to Subscribe to a scenairo from the Workshop, and if you don't have the required route and/or trainsets required by that scenario, it should let you know what is needed.
Yes, I realize those EMD F7 diesel locomotives perhaps may not "belong" on the Horseshoe Curve, but hey, I'm not one to always follow "must-be-prototypical-rulez" on my routes & scenarios I make ;) And hey, it adds a bit of variety don't you think? Anyways, when I originally made this scenario (the summer-version) a while back a fellow Train-Simmer wanted drive the Santa Fe F7 on the Horseshoe Curve route, so I decided to use it in the scenario. Cheers!
But you caused quite a disturbance with the PRR people. They were staring at me with my Santa Fe engine, and Southern Pacific passenger cars. I felt very lonely, until I saw 2 Rio Grande's going in the opposite direction. We exchanged maps, and verified that we were most certainly LOST! :)

C:\Program Files (x86)\steam\steamapps\common\railworks\content\routes
(the path could be different according to where you have your Steam-client installed)
Remove the following folder "76b3a3f0-c9b0-48f2-9eff-1af9b00166d6" , that is the "Cajon Pass" route.
Go back to the C:\Program Files (x86)\steam\steamapps\ folder, file the list, find and remove any files beginning with the name "railworks" in it.
Start your Steam-Client, do a Verify-integrity-of-game-cache again. This might "force" a download of your missing content (and those "railworks...*.ncf" files should be recreated too).
But if not, you could replace all of those files and the folder back to where you removed them from.

If not, try the following; Close TS2013, then From your Steam-Client, Library, right-click on Train-Simulator2013, Properties, Local files, Verify integrity of game cache.
Be patient while it does a check for any missing or corrupted files, and if it finds any should reacquire them.
After it's complete, do a Clear Cache; From in-game, Main Menu, Game Settings, Tools, Clear Cache.

By the way; You mention you already have the "Cajon Pass" route right? Then that trainset should also be included as part of it along with the "US Community Asset" pack, so you should already have it. :) Give it a try, Subscribe to this scenario and see if it works for you.
