There appear to be several mods available that do this. I can't believe Bethesda didn't think to put a smelter in Riften to begin with (or Solitude, but I fixed that with the Dragonborn Edition of Proudspire Manor).
I subscribed to this one because the placement felt more logical.

Now this is a good, simple mod that really is needed. So frustrating having no smelter in Riften.
