They would have annouced smth if they plannes to add "Halloween" themed cosmetics that were made by the community. (They did that for TF2 ~a month ago). Frankly - I don't think this is ever going to happen, since there are way too many heroes and I don't think the workshop would provide that many models (seeing how not every available to mod hero has cosmetics.)

Also the supposed Halloween Roshan is being done by VALVe themselves. If they implement anything like that - it's up to them.
