I have used this mod since middle school, and it has served me faithfully for those many years, through the death of many other Halo NPC mods, this one has remained.

Sadly they can't hold weapons and have the AI of a citizen but they are really customizable and their models are really cool.

This addons 8 YEARS OLD and it still works!

@RaffGundam These are Civilian NPC's, this means they will have the exact same health, range, AI, etc. as a Rebel/Refugee. Technically, they are just rebels with different models.

Only SNPC's and custom made NPC weapons can vary from this, and these are not SNPCs
