Nah, but Blood Valley does have working vehicles in SSHD. Look for "Coagulation" or something like that in the SSHD workshop. ;)

I remember that Blood Valley used to have working vehicles. Just out of curiosity, did it get patched out because the vehicle code was unstable? Cause I do remember that map being unstable as hell back when it did have working vehicles ._.

This package seems to be bugged due to a Steam issue atm, shows the wrong filesize and doesn't download. Working on fixing it, sorry for the inconvenience!
