I mean, I don't blame you- it's logical enough to assume that it would appear at the bottom of any given list being the newest installation.

But I wasn't able to spot any error messages related to the Voice Packs. So, I have no clue what the problem is or what to do about it.
I'd check the launch log files in /My Documents/My Games/XCOM2/XComGame/Logs/Launch.log - if there's anything going awry, it might show up there?
So far you're the only person reporting this issue, so I suspect the issue is somewhere on your end.
