I used to work in this building and i can confirm you got it spot on. The only thing its missing is the antenna has an iconic round top but you still did a fantastic job.

Well you can only have so many skyscrapers in your city and a good model of an art deco style skyscraper requires a lot of work. It's a lot harder to create than the glass boxes that you see a lot on the workshop. So I can relate in some way why not a lot of buildings have been modelled.

I plan to get back to Detroit when I've finished my LA set and one more big project for New England.

Detroit has a plethora of buildings that would be more than perfect for Skylines. I've always found it a shame only a handful of devs (such as yourself) capitalize on this. The one I've been hoping to see for a long time is The Fisher Building (maybe even the two other planned towers that were never constructed).

Nobody plays by the original devs statistics anymore man, they are quite stupid, that's one of the reasons of RICO. Just install the realistic population mod, adds a whole other level of realism and simulation.

If we're talking about real life, sure, but in game, this building should probably be around 3-400 max. It's what the simulation can handle before things start going south.

Not really, if anything it´s on the low side. By comparison One Detroit Center has about the same footprint and 1 less floor and that building has over 6000 occupants on a daily basis IRL. It´s just a massive building.

4500 workers? Gosh, that's quite a stretch by any kind of standards in this game.
