@Hanover Fiste, to quick and dirty do this simply change line 10 in the Projects_Gameplay.xml to:
<Row ProjectType="PROJECT_WASTE_GOLD" YieldType="YIELD_FOOD" PercentOfProductionRate="15"/>

this doesnt even trump the filler project, anyway to add 6 or 7 more zeroes to that for cities that will never have anything to build again?

@Gordon: You might wanna update the "Affects save game" From "Yes" to "No". In that way, people could use it on their current active match/save game.

It doesn't affect save games and works with Rise & Fall expansion.
