I urge you to look at the files to see what they are, and why they are there, to learn.
You can use any word editing program, for example https://notepad-plus-plus.org/download/v7.5.1.html to open files to change them.
Gimp https://www.gimp.org/ is a free graphics program people like to use.
Yes. It provides a template so you can be sure you have all the files you need for a clothing mod that works. What you need to do is to change the name "sktest" to what you want, and to obviously change the sprites to your clothing.
