It is immediately apparent that the City-States included within these packs are carefully balanced, well-designed, and nicely polished. They add a great amount of variety to the game, which makes each playthrough much more dynamic.

Would certainly recommend these mods to all users. I am excited to see what new City-State effects are added next. Keep up the good work TCS!
