Apparently the default mod launcher doesn't like something about the way the description is formatted.
I would say follow what Gh0stmak3r said as thats probably correct? thought i cant say for sure.
What you could try (Something I did because I wanted to use the Halo Baseline Mjolnir armors with Hero classes) Is modifying the actual .ini file which contains the information for the armors the hero classes can use and adding the "soldier" line into it (I believe that's what it's called) where you see the available armors. That will allow the hero classes to equip the normal kevlar/plated/powered armor that base classes can equip which then allows you to use those customizations. I did this a while ago so I do not remember exactly the file I modified, however it was a base game .ini. Keep in mind though if any updates are released for XCOM it will probably re-write that .ini. If you have issues with the torso decorations still showing up over the other armors I believe there's a mod on the workshop for that. Good luck!

Yeah thats an outstanding issue i havent fixed on either version. Soon(TM) juggling a lot of updates and i do want to actually play War of the Chosen at some point..
Ive still never beaten XCom2 original or any of the DLC
Thought I'd bring it to your attention!
The helmets have been scaled actually proptionately to the armors i did the base scale as a whole set and made the the overall scale of the helmets stayed the same as the armors.
As it may seem odd yes that is how they are supposed to be
I'm also just comparing it to the other armors and helmets you uploaded.
I like the overall quality very much though. It just seems weird and off to me.
