Wow, I'm an idiot. Can't believe I actually forgot to do something so basic as enabling it, lol. I just used the GTS to train a soldier as a sniper and it seems to be working fine on missions too. Thanks!
Doesn't sound like it's enabled. Try refreshing your user config. files if it is. Also:

trying to patch it for im the commander here, trying to add the class and deckname to config. i have the classname, but i don't know where to find deckname as the config is different from in the vanilla xcom classdata file
Really enjoyed Follow-Up in particular, that definitely rewarded proper setup. (took me a bit to figure out how best to use it, but man did it help with the late-game damage sponges)

Yes they take effect but only on new soldiers
No they don't take effect on any soldier in the game that has already been created, which includes the reward soldiers and any in the black market.
If you want to change an existing game to re-roll any changes you have made you need this mod

I think if you make your changes and then use this mod with the console command to rebuild the soldier it should work. However you may not get the same random abilities. Read the instructions for building the soldier back to your rank. It's all there

G'day - In a word "No". Abilities are created using the version of LUA in the SDK. If the mod doesn't have a link to config then you are unable to change the way an ability behaves. Even with a config entry there are limitations to how an ability works.
If you want to know more about SDK and ability modding Reddit is a good place to start. There are also a fair few modders hanging out at Discord and finally Nexus has some good stuff in too. Amenari from Pavonis (LongWar) has posted there before.
Use either Lucubration's Disable Any Class mod, or change the NumInDeck and NumInForcedDeck for the Sharpshooter to 0 in your XComClassData file.
Any chance for an update that removes the X2AmbientNarrativeCriteria UC hook from this build so that it can be used without breaking other WotC mods?

Haven't used this in WotC but when I used the base game version there was a XComLucubrationsSniperClass.ini file saved into the My Games config folder.
Maybe something similar here? So the version of the .ini in the Workshop folder is the template but what's actually read and used by the game is the version in My Games
AFAIK, from what ADVENT Avenger said, this mod and any other which uses the deprecated X2AmbientNarrativeCriteria hook will break WotC mods.
Hi - I started a campaign with this mod and Evac All mod with no apparent issues.
Not sure if you're saying that this is or isn't an issue here because the reference to "...stop using the legacy mods...". This is a WOTC mod. Can you clarify please?

In theory if you subscribe to a soldier class, but only want the resources like an ability, you can ";" their soldier template and edit the "+NumInForcedDeck=1" to 0 and "+NumInDeck=3" to 0 in their XComClass.ini file. This will stop the class from being generated. You will need to activate the mod in the launcher still.
You can then add the ability resource to your other mod class. I managed to copy over Lucubration's Sniper and Infantry abilities to a new classes using Richards WOTC Class Templates. - I'm no modder so for technical stuff go to Reddit r/xdev or r/xcom2mods. Hope that helps some

If anyone has a problem with ["Evac All - WotC"] not kicking in, you are currently using one of your other mods that has a X2AmbientNarrativeCriteria hook. This hook breaks WOTC mods, and ["Evac All - WotC" shows it] the most. You need to stop using the legacy mods and find new versions. You can find out what mods you have that are broken in WOTC by searching inside "C:\Program Files (x86)\Steam\steamapps\workshop\content\268500" for anything that contains X2AmbientNarrativeCriteria and ends with .UC.
The bad thing about Ambient hooks is that they do NOT cause any errors, warnings or redscreens. They just prevent other mods from working properly in WOTC.

For now just going to avoid using XCOM overwatch perks on your classes.
In the case of Sniper, that's even stranger; I'm not doing anything substantially different from the default Pistol Overwatch. I wonder how that would work with, say, the Guardian perk and Pistol Overwatch on the Gunslinger class.
