It's been a while since I played Civ5. From what I can remember mods only take effect on new games.

Hey curious if this still works? I downloaded it and applied it and it states in the game that it is a mod that can effect current saves but when i loaded it in with my current game it didn't change anything. I figured it could be that either A: it doesn't work if Kremlin is already built or B: the in game mod info list is incorrect and it doesn't actually work on current saves. I am making a new game to test if it works on a brand new save/game but it takes a long time to get to the Kremlin so was hoping to know if it still works with the current version of the game in 2025. There is another Kremlin rework mod but that one also changes the Prora which I don't think needs to be changed and tbh I like your Kremlin changes better so I hope the mod does still work. Thanks!

could you make a version that replaces free policy with something else culture related?

Yeah that seems to be the case. But having it on the Kremlin is rather wierd. Rather, it would make more sense if it was a level 1 tenet (Although its going to be rather weak).

I suppose the ability was meant as a nod to the Soviet's WW2 production capacity. I mean, it's not a stretch to say that if one piece of military equipment won the war, it was the T-34.

That being said, it's not the best designed wonder... Your interpretation is certainly interesting and probably better -- as well as historically accurate.
