@Stallion it's a fairly common feature on old warehouses. A winch would hang from the bar above the doors and be used to haul things to upper floors using those doors.

Why are there doors on the 2nd and 3rd story of these factories leading to a sharp drop onto the sidewalk?

Superb! These assests provide the perfect resouce to create cities with a history- a back story- remnants from an earlier period of the city's growth. Helps us to give our city some character and variety
