It's because you picked the skin where he's outside in the rain. That's why he's shiny.

Still a nice model. All the others are the low quality versions from older games. Phong version would be nice for rain settings, I guess.

As far as Phong goes, try these settings

"$phongboost" "1.9"
"$phongexponent" "15"
"$phongfresnelranges" "[.1 1 .1]"

It will make him look alot less plasticy.
