In HOI4, the yellow symbol just warns that it isn't stated to be 1.12 not that it won't work. I can assure you however that the only difference between this mod being stated as 1.12 and 1.7 is the version number. There would be no difference in any other way.

Shouldn't be necessary. The base game files related haven't been modified since I last updated.
