If I could I’d try to do it my self
Two things. First if you need to mass parent you drag one animation set over another.
Second. Don't spawn the animation model like the line of text right above the comment box you just used says. It exist because I made the other models steal from it when you go to import their animations. No point in storing hundreds of duplicate animations. Waste of space.

Wish the animations were in the models rather than in that invisible viper_ani model though, renders it very impractical for usage with PAC.

Nope. I had to dynamically scale as well as stack the model in the qc. Both prevent flexes from working.
To try and make up for it expressions can be taken from the existing animations. Firaxis did some fine work on those.
I did use umodel for just a handful of things. Set umodel's math to the entire game directory rather than just the files you want. Should avoid patch material errors. Some files are still untouchable though.
