The fix in the fx_billboards.upk fix, was a hard reset of these particular items.
i am also using doctor mandarbs map pack - fixed network towers
The error appears at startup - the game ends.

i've been spending 7 hours trying to fix this, and my laptop charger suddenly broke, and i have to spent 100$ to replace it, im so frustrated and with everything that happend i almost quit this game

Try clearing your user config files as a first step.
weapon skin replacement wont work anymore, one by one scrolling mod, etc etc i dont even know whats working and what doesnt work anymore
Performing the billboard file replacement from the wiki fixed this problem. Thanks @uberjammer
Removing this mod seems to fix it.

With lg_GeneClinic_01_LW.TheWorld:PersistentLevel.XComBlueprint_ the number at the end goes from 105 to 116, with 102 and 104 not listed
Mission confirmed to load once this mod is turned off. Guess LWOTC doesn't play nice with this despite being listed as recommended.

You believe to this erros "alien_Blood_Impact" can be solved with your MOD FIX, or do you have any other idea what it might be? A suggestion?

Are you getting weird cross-hatching on transparent stuff, too? I feel like it wasn't there before.
I'm not using any map packs, as i thought initially that was the thing causing the issue in the first place.
I've tried running without map packs, without this mod, without a few others, but on startup for random missions i've gotten this same error, aside from one time where the error was in response to something with a tree.
It's been black site missions, resistance missions, etc etc. Even the UFO. It doesn't seem like it's following any specific pattern as far as what missions it occurs on, just seems like a few certain maps when they're rng'd.
Wonder if you're using a map pack for the base game in WotC? That error appears to be complaining about a texture being one size (i.e. from the base game) when it should be another (i.e. from WotC).
