Okay, I guess I could try crawling.
I know about this issue and i have no idea how to fix it without spoiling architecture of russian "pod-yezd". But you can easily reach the second floor just by using CTRL or C button to crawl.
While I really like the look of your buildings, I have one criticism. I wasn't able to see the inside of any of them until I placed one down myself. Unfortunitally due to the way the stairs in the Hrushovka apartment building is designed I'm not able to get to the second story of the building without removing some of them, and than I can't reach the third floor. The only way around this is to use a cheat code. You might want o consider redesigning the inside, just so that people can climb up to the second and third floor. I know they're not supposed to be very spacious apartments, but you still should be able to get use the stairs to get to the second and third floors.
Come to think of it, maybe you could also make a traditional Japaneses style house to go with that shrine.
These are great by the way.
But toilets unfinished.
Hrushovka! That what I wanna built recently with console multiply of floors... Interesting balcones and even playground! But there's no baths.
Shrine is nice to be simple.
