1) Have AI use it. Logic: Build up to 1 per planet if the size is below 25 and they have excess construction and maintenance resource income, no more than 1 or 2 buildings per AI empire to make the calculation easier
2) Option to increase mineral cost at the start. It could be done by a simple popup. Options would be .5x, .75x. Normal, 1.5x, 2x, 3x, 4x, 5x, 6x. Personally, I feel that anything less than 2,000 total minerals is cheating given how many you can get from an extra district
