I think that it obviously should only apply to the one mining party, but based on card text, I could see how one could infer it affects all mining parties.
I want to translate your game to another language.

I think it's important that you can easily read the text at a glance and from a distance, it will make playing the game a lot more comfortable.
I see. A very specific situation we had not accounted for, in which case I would rule he could raid out an existing party at the mine and be able to use that same raiding party (without discarding excess cards post-raid) to combat the dragon. If they are unable to muster the FIGHT to beat it, they would still be able to place their mining party and just not be able to collect loot on that turn.

We are hoping very soon! We're letting this sit a minute so players can report issues and so we can go back and look over things one final time with fresh eyes to catch anything we may have missed from staring at it too long. We'll post something here when we have news!
This could also happen in a 4-5 player game when you get down to the last mine if an Encounter card gets drawn there, I imagine.
Just saw the latest update, I'm glad to see this worked on and polished up nicely! Thank you also for the clarification on the all-fighter party.
the rules have been remade now with more images and examples
the cards now have "type" on them, like the kobolds say Kobold and the event cards say Event, and so on

- If there is only one mine left without players at it and a dragon occupying it, how would you have another player to displace? Pardon my confusion.
- Once a mining party is in play, they are set until they are displaced by a raiding party. However, the latest update has included a new mining-type kobold that allows you to replace one of your own mining parties (so long as that new kobold is a part of the party).
(hopefully we squashed all the "bugs")
- What happens if you have no parties at the only mine left in play, but there is a dragon on it? Can you form one party to both displace someone else AND then attack the dragon? (That is how we ended up ruling it)
- Can you displace one of your own parties without a fight? (We had someone form a party entirely of fighting kobolds, then allowed them to later discard all of them without triggering On Defeat effects to send a new party in their place)

- Can I setup a raid party of 0 attack (no raiding kobolds) to fight a mining party of 0 attack ?? From the rules is possible, but seems odd.
- When are black dragons used?
- Can you setup another hand area for loot drawn? I have found it to be pretty useful.
It seems obvious now that it's just to keep track of who is 'in control' of that 1 of 3 mining slots.
