That seemed to fix this issue for a user on the Nexus. Although it shouldn't be having an issue standalone unless one of those mods permanently altered something for the save file in question, which I can't verify or not.
But do tell me if the load order trick doesn't fix it.

Try unsubbing from the mod, deleting it from your Documents/Larian Studios/Mods folder and then start up DoS 2 to confirm that it's not in your add-ons area. If it is, then there's something wrong with how Steam is installing the mod.
If it's not on the mods menu, exit DoS 2, sub to the mod, and try to use it again.
Did you put the mod all the way at the bottom of your load order?
As for you, @RedBrickHammer , Try putting the mod at the very bottom of your load order. Since other mods that alter things like the Level Caps and such tend to normalize the changes I've made, thus causing issues in mod conflicting.
If not, there's also another possible issue which I'll be looking into within the next few hours.
I'll check back in case you determine the issue, since I'd really like to use this.
