Low one gives max +2 ( every turn ) only for major settlements
This one gives +1 ( every turn ) per level only for major settlements. So if upgraded to level 4 you would get +4 every turn.

isnt this a lower influence mod then the low one? Low one says +1 influence for major setelment per turn, isnt this just when the settlements level up?

Just wanted to pitch in with support of the 1 at level 3, 2 at level 5 idea, because 5 per province per turn is still really powerful. There's 1 Strategic Building in the game that gives 1/turn. Maybe another mod that does that, or even just 1/turn at all levels?

No but the AI isnt using the Influence anyways except for recruiting. And when they recruit they cheat so it doesnt matter at all.

Could you make a variation with only 1 influence at level 3 of a city and 2 influence at lv 5? It would make it less strong, but still very interesting to use
