Great puzzle. I'm pretty sure that the only way to do it is to use the reagent from the previous cycle in the current one, which is really clever.

This one takes the cake for uniqueness. Looks very simple, until you realize no bonding, de-bonding, or the wheel that translates salt to one of the other atoms.

Got down to 23 cycles. With bonding / unbonding I also made it to 23 cycles.

I tried doing this using unbonding / bonding. I can do it in 31 cycles. Using duplication and calcification was actually faster!
