One way to know for sure all the files are there is if when you start a new game or load a save, it switches to music appropriate for the era right away. If the main menu music (or no music) is continuing to play instead, one or more of the songs is missing or has some issue.
I wanted the old main theme back so I manually edited the definition file, my bad.

I'm not sure what else could be wrong. How is the space on your C drive? EU4 uses some really old method of keeping all the mods in my documents. I don't like it because i try to keep that drive for OS stuff only. But, it also helps modding because you can easily find the mods there and they aren't named shit like 2349567780160 like in other games on steam.
