Report a translation problem
If there is a effect which is unlit by default, it probably uses a material which ignores lights: https://developer.valvesoftware.com/wiki/Glowing_Textures
When I used this tool (the old version atleast) on effects, it only changed the effect ring to a unlit watermelon.
also i dont think effects have any lighting by default. you could make them darker by just changing their color with color tool.
Also this cannot be used for effects. Would be cool if you figured a way to disable lighting on them too.

Some more info:
*Map is gm_black_v3 with a reflective surface
*Map has numerous props that the disable lighting tool was used on
*Said props have been set to move with the stop motion tool
*There is one spawned lamp and two lights
*The error vanishes when I use the admin-clean up option.

i forget what it's called, when you have it spawned in just a dev room
