Is that because you used specific one or my save file is fail ?
4. There are some canals that flood at overpasses. Just fix with move-its page up key.
5. The waterworks at the airport are strange, Not a big problem, I just haven't figured it out yet! LOL...
6. Look for the hidden double-decker railroad rails - not sure of intent.
7. Fix railroad connections.
Despite all this, I lost all but a few die-hard citizens. But the game is bouncing back well. Is this worth all this effort? Hell yes! I think this map/save game probably wins the city porn award, lol. It's full of great ideas!
1. Open save game, go to settings and reset settings, then reboot game. This fixes the zoom and other funky things.
2. Spend time looking at the save game to see what's what - where the flooding is, what everything is intended to do. Don't save, you will have a huge die off. I did this several times before I started my version.
3. Start the save game (for real now), and put on pause (IMPORTANT). Put in water pipes and electricity. Unpause.
