Suggestions:
Perhaps the buffs and withdrawls can become progressively better and worse in successive stages as you use a substance more?
Maybe it would be nice to have a combined buff and withdrawl for being addicted to both at the same time?
Could the buffs be more significant? i am not interested in a measly +10 to carry weight.
Can the negative effects be temporarily avoided by taking more of the substance while increasing the percentage chance for addiction?
I like the theory, but without more info I can't decide if I want it or not...
