Actually, it looks like a combine soldier reimagined.

Looks More Like A Neo-Nazi Now.

The Advisors are more of a sort of puppet master or the Combine Empire. If their slaves don't obey, they punish them with death, so the Combine soldiers have to apease them, basically they get treated like Roman gods.

From what I understand. The Combine Empire is a syndicate of dimensional humanoids which seek to control every other intelligent civilized species and capture as many planets as possible so that they can suck it dry of resources and absorb the inhabitant into its ranks one way or another. For example; how the humans are converted into soldiers or metro-cops, and vortiguants undergo a painful proceedure against their will to become slaves. I don't think Gman is human. I believe (much like the thin mans from Xcom, that he is an alternative shape-shifter that takes the appearance of a Human to hide his true form, this will allow Gordon to focus more on the mission, rather than ask the question of "what is he?" I've never played Half-Life, just my understanding of it.

The Combine itself is some sort of alien thing. The police are human. The soldiers are modified humans. They voluntarily undergo this procedure, usually.

I'm just typing what I remember off of the HL2 Wiki, I've never played Half-Life *gasp*.
