Yes, because of auto-subscribe. They actually DO need it, it's just that DST has an option to go and automatically subscribe, download and enable needed server mods.

Just a word to the wise though, that if anyone has that turned off in options, they won't be able to join your server if they didn't manually grab all the mods.

All the server only mods I have only get installed on the server. The clients don't need their own copy.

A bit redundant. Server mods need to go on every client. Yes. It changes game mechanics, so yes it does need to go on every client. Workshop auto-subscribe can take care of that though.
