Probably a long shot, but the clothes from the screenshot does not appear at the merchants you chose.

@Rancho: I guess I can post pics of the jarls, cuz that's really all it is now, the jarl clothes being available for purchase, which is what I said in the description. That's literally all I did: added the clothes the jarls and thanes wear to the tailor and then added the tailor inventory to all the general stores.
