It is simply called "SledBuild Remastered", it should be easy to find on the workshop. Look for an game mode addon uploaded by "La Reina Batata". It's not fully working yet and might take a longer while to become fully functional, but I believe that it is at least playable. It has far more and far superior to the original version features planned, including also more maps and being able to play in teams.

But what is the other the other mod you cant say go use that one if we dont know what it is

my sled won't move down the hill

There is no way to open the gate, just delete it and it lets through only props not players. So just get the vehicle moving and then get in to pass the gate.

to start it pres esc and click sandbox then click sled building and then restart by clicking ` and then
type in "restart" and then wait untill you hear a "BONG" and it started
