The screen never stretches or acts weird for me, neither on desktop nor in game.
You did everything right, but for some people that happens.
You're the second I hear form about that.
Valve is aware of that, they will fix it hopefully soon so that it would load ok.
Well, maybe not totally because of how workshop works and delays addons initialization, but at least ui_reloadscheme probably will be fixed to reload font schemes like it should.

I'm also on Windows 7. I had a similar comment before on other site, about trouble with mat_setvideomoe, but I don't know what can cause it.
Doesn't happen to me whatever resolution I run it, it just either stretches it or defaults to monitor resolution, but doesn't affect the desktop.
Can't see what can be wrong.. what gfx and OS? Maybe that has something to do with it.
Maybe it somehow depends on hardware..
You sure you don't exceed your maximum resolution in that command?
Is it totally fixed now, or you are still experiencing troubles?
It scared me a little. .-.
You can expect it to be fixed by Valve at some point, so there would be no need for this workaround anymore.
