It does work quiet well, did you follow the guide?
Create the folder structure like explaned here:
https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1253879807#2250009
// PRIMARY SLOT 1

inventory_buy_upgrade 1 26 //aimpoint
inventory_buy_upgrade 1 128 //silencer

So, I have an error "Loadout #1
exec: couldn't exec linoCFG/loadout/sec/support1" when I click on the support button in the UI.
Here is the content of the launch option I used (if that helps):
"exec linoInit"
Here is the content of autoexec.cfg:
"exec linoInit"
If I click in the UI on Init loadout I have just the message "Team set to security"
Here is the content of support1.cfg:
"// Support
// Coop - PRESET
// inventory_buy_weapon [ID]
// inventory_buy_upgrade [SLOT] [ID]
// inventory_buy_gear [ID]
...

While doing it I just created buttons for the one which have a picture, then again didn't want to create too many new buttons which might be confusing.
I guess you could misuse the breacher/bomber button/file for your need.
If latter you need to copy the vpk to right place (custom folder).
Do you see error messages if you press some buttons and then open the console?
If so your autoexec doesn't seem to execute or you didn't create it.
Press the "Init loadout" button in the Inventory menu (loads all needed configurations manually) and press the buttons again, if no error enjoy else come back and ask :)
At least that is what happens when you don't copy the vpk to the custom folder.
And the other menus dont appear at all.
If they made a workshopitem it'll be downloaded to \steamapps\workshop\content\222880
Make a new empty .txt file in the directory the config.cfg file is. Name it autoexec.cfg.
(usually something like C:\Program Files (x86)\Steam\steamapps\common\insurgency2\cfg)
other than that, thanks for the mod, i am still testing all functions on the official coop server, since some said some stuff doesnt work on comp i try to see what applies in coop. i´ll report anything that doesnt work properly.
There are a ton of tutorials about autoexec, if one would search.
