Report a translation problem
Just copy the text into workshop\content\268500\1241073845\Localization\XComGame.int or create XComGame.esn on the same folder.
I remember that at one point it used to work with commanders choice a while back weird that it doesn't work now.....or I might be mistaking it for a different officer mod
@Jimmy - I do not know much about the commanders choice mod so it may work, may not. As for the GTS element, yes my class is only recruited through GTS unless you have no officers, it will then roll a chance to provide you one in normal rolls.
Easiest way to see for yourself is to look at my collection which contains mostly what I use atm ;)
The cape is from a Templar mod. The armour is a mix of original XCOM EU/EW mod.
Is how you get there and XcomClassData.ini is the file where you would make that Deck change.
As @HaybusaVII states, if you would like it currently to appear as a normal class, make the relevant changes in files.

But the mod author made it where the officer is only trainable from GTS.
i just have a suggestion. i noticed that the class icon is colored which is different from all vanilla classes as well as the other class mods. it's a kinda a nitpick but would it be okay if you edit the class icon to be more in line with the vanilla ones? like make it all blue and such? anyway thanks again for the mod!
Yeah, I partly did that, but I changed NumInDeck to 1 as well. It works now, as changing only NumInForcedDeck to 1 wasn't enough to train one for some reason. It works now though...

So you always will get one Officer in your barracks.
I can't select officers in Commander's Choice.
I can't train rookies to become officers in GTS.
I CAN create officers as pre-made characters to appear in the game.
But that's it. No other way to acquire one otherwise.

Was just wondering if you remembered which mod you use that gave you the capes/cloaks in one of your screenshots there. Can't find it anywhere.

The action you describe is correct as you sent him in open then used that ability. The A.I chose to find cover and did so.
Unfortunate that he got flanked and killed. The ability works as intended, you just have to be careful of how you use it and not do anything too irrational.
I had my grenadier killed after I sent him in the open to lob a nade, then used the withdraw ability hoping he turn back. Instead he went for a full cover closer the enemy and got himself flanked.
Can you share how the random AI works so I can sorta predict next time?
Suggestion: Bino ability persist as long as the Officer does not move. No cool down timers.
