Nah, these are fictional characters. The Combine Logo is visible on their shoulders. The link @J.S.T. - Luigi mentioned is for American Troops in World War 1.

i just tested those elite guys out and well your aef elite npcs arent elite cause i killed like alot of them with one shot so yeah these bad a** motherf**kers are the worst soldiers i have ever seen still though good job
