Is there any way to set the seed within weapons.tf or SFM so that it displays the desired one ?
In your case you will need to edit the texture named models/weapons/c_models/c_ubersaw/p_ubersaw_wearblend which prevents the charge meter to be affected by war paints.
i tried to change a texture while it was open, and even went searching for complex guides to find why my gun is still pure white when i just changed the texture! not even rescanning the files helped.
but texture changes only apply after resetting sfm, so if your gun is still white after you changed the texture, save and quit, then boot it back up.

Crusaders crossbow skins don't even change, despite having right file name
Loose cannon, Panic attack, scorch shot, and Iron bomber's textures don't work at all and come out as a broken amalgamated mess, with visible transparent gaps in the texture over the model. Makes making a scene difficult and frustrating.
