It mainly requires a flat-rate income tax with a tax-free barrier. For exp. rate is %28 and you don't pay any for first 30,000 $.

Nah only tax that needs to exist is a sales tax. Encourages people to save money(Letting the banks invest it) or invest it themselves. Then have a yearly tax break month (Like december b/c chirstmas time) to encourage a massive sales boom where people buy the luxury items they want like VR and shit like that.

Actually UBI would require less paperwork because you sent money to everyone and with this you would have to identify people qualified for the negative tax and define the ammount of it.

It means if you make below a certain amount, you get X amount of money.
Kind of like Universal Basic Income except with way less paperwork and taxes.
