I changed the language with the console to "g_lang en_us" and only after 20 recruitment agencies were unlocked and 13 days in game spent hiring employees and firing them did she come out and I was able to recruit him in version 1.50.2.3s

FYI Switching to 'English (United States)' instead of just 'English' made the mod work for me (as is written in the description)
Seems like something is broken in the regular English locale (en_gb) that breaks changes to the locale. Tested this today with the latest version (1.49.2.23)

der name erscheint nur wen das spiel in jeder Sprache außer en_gb läuft
mit der console kannst du das auch ändern "g_lang en_us", mods können die local.scs nicht überschreiben und der mod funzt nur weil die namen der Fahrer nur in der englischen Sprache existieren

Gute Arbeit, nur...Iwona erscheint bei mir im Jobcenter als John D.
Iwona appears in the jobcenter with the name of John D. Language is german by the way
