Is it redundant...? I can't really remember City States building their improvements (just alotta of goddamn farms and the occasional mine -- meaning I need to build them stuff, the big dummies) or did Firaxis recode them? Maybe I saw Armagh build a monastery once or twice...I can't remember....

It sure would be cool to have a mod that made City States produce their improvements more and just be smarter and cooler in general. Like build some other districts, for crying out loud. You money grubbing Traders, ya ever heard of Science??! How bout you holy guys, how bout makin' a buck? What's a guy gotta do to get a harbor around here.... Do militaritic CS's even build Encampments? Am I losing my mind from one too many night playing one too many turns.....?
