Report a translation problem
The mod is currently updated to 1.31 in preparation for the coming update. It will still work with 1.30 though. Just ignore the "outdated mod" warning.
I changed the mod format, which should solve the issue with the new launcher. I also preemptively made it compatible with the upcoming 1.31 update so I don't have to update it again in a couple weeks.
I think your colonies are automatically your cores until they form a colonial nation. And when a colonial nation forms, I think they can use this decision too, if that's what you mean.
I get a lot of bug reports like this, on all my mods. I don't think anything is wrong with the mod, I think it's just the Steam Workshop failing to download the mod correctly. This is a fairly common issue with all mods, so look around and see if anyone else has found a way to solve it
Currently EU4 v1.28 has a bug that makes it impossible to update mods. Until that gets fixed, I cannot update. However, the mod will still work even if the game tells you it is outdated.
