If you're subscribed to the mods they should download automatically to your computer...
Check the folder "C:\Users\[name]\Documents\Paradox Interactive\Europa Universalis 4\mod" and see if you can find the mods there. If not, then try unsubscribing and resubscribing to them. Restart the EU4 launcher a few times, and the mods should eventually appear in the mod menu.
