You would get -10% per planet but will be able to make use of all ur pops in terms of research and since they didnt add or change your researchcost at all you can have as many pops as you want without breaking any mathsof ingame logic

Do I understand it right that you mean to keep the planetary penalty and remove the pops penalty?
That would probably weaken the penalty overall a bit.

Could you make a version which leaves the planetary penality(-10% or so) and changes pops to not contribute to any of the side so i can have more pops do research or stuff in general without contributing to your research penality?

No, this mod has no downside, you should be able to reach 100% (which would AFAIK set the research time of everything to one month or day). But that'd be in the far lategame if at all :)

I onced tested a similar mod myself. is it able to get a positive research boost i mean a fully developed world with 25 pops will generate a bonus of 2.5% so i could reach 100% and get all for free (only 1 day of research) if i colonize 40 world or have 1000 pops? is there any downside?

That would be right, but it removes the penalty per Planet, I will add that to the description. Thanks for asking!

So, since each planet incurs a penalty of 10% on research does that mean a fully populated 25 tile planet turns that penalty into a 7.5%? Seems like a small reduction
